
The process of approving a new state budget is split into three stages. We are currently at Stage One.
Stage 1: Health & Welfare Committees
Select members of the Idaho State Legislature serve on the House and Senate Health & Welfare Committees. They are tasked with recommending which programs to keep or cut from the state budget.
These legislators are ordinary Idaho citizens. They are doctors, teachers, lawyers, and educators. Like any Idahoan, they share a goal of a prosperous Idaho, for all members of our community. We view them as allies with a common goal.

Our Goal: show our legislators why Idaho Medicaid developmental disabilities services are vital and indispensable for the most vulnerable members of our community.
Stage 2: Joint Finance-Appropriations Committee
Next, recommendations from the House and Senate Health & Welfare Committees are sent to the Joint Finance-Appropriations Committee (JFAC).
Just like the Health & Welfare committees, JFAC is comprised of select legislators from the Idaho State Legislature. For this particular committee, however, both House and Senate representatives serve on the same committee.
JFAC’s responsibility is to finalize and submit a budget plan for the Idaho State House and Senate to vote on.

Stage 3: House and Senate Vote
In the third stage, JFAC submits their budget proposal to the Idaho State House and Senate for a vote.
